I found the following alternate download source, this is at least a way to download this nice splash screen:
http://ftp.sjtu.edu.cn/sites/www.pclinuxos.com/pclinuxos/srpms/SRPMS.pclos/ksplash-theme-kstarboard-1.0-3pclos2013.src.rpm
Download this RPM package, then open it with any archiving tool (I used Ark). Extract archive ksplash-theme-kstarboard-1.0.tar.gz from it (to your desktop for e.g.) and manually install this splash screen with KDE Splash Screen Themes Manager. Enjoy :)
Nice theme, but please upload it to a server from where it can be downloaded without going to a website first. Then it would be possible to install it straight from the Splash Screen System Settings page and not going here. Also only use .tar.gz and .tar.bz2 suffixes, else System Settings can't see the file.
Can you please adapt, or create new splash theme that would fit nicely into new KDE 4.4 Ethais wallpaper.
I tried to make something using Gimp but I am no designer :(

But first: why you use mediafire as file hoster?
and second: why don't you just use tar.gz as file-format?
tar.gz-files could much more easier be installed with the theme-selector of KDE.
this is how i installed this splash theme:
-extract downloaded file "KStarboardSplash.asc" with right click in dolphin and "extract here, autodetect subfolder"
-then open extracted folder and you should find another archive, extract it again using same method
-then you should get folder named "KStarboard"
-copy that folder to the:
/home/USERNAME/.kde/share/apps/ksplash/Themes/
USERNAME is the name you use at login.
this is on Kubutnu 9.10 KDE 4.3.4
if you have any problem just ask...

How do you install it on Kubuntu 10.04? The paths aren't the same. I tried installing this through the UI but it wouldn't download through the system settings screen for some reason...
Following should work in kubuntu 10.04 and latest versions:
1. Save & extract the file using the above mentioned method.
2. Open System Settings|Workspace Experience
2. Splash Screen|Install Theme File
3. Navigate to the extracted folder & click on "Them.rc" file
4. Test Theme
Hope its working!
Open system settings --> Appereance --> Splash Screen --> Get new splash screens... --> Choose this one in the list --> click Install next to it --> Select --> Click Apply ;)

I can't install it! it doesn't work from the list in system settings and the filw I've downloaded has a weird extension any help? I want this so badly
It looks sooooo good, but unfornately it won't load on my Kubuntu 9.10 with KDE 4.4 When I load it, it says "The theme cannot be loaded". What to do?

on my Mandriva only to extract folder from archive and put it in /home/.kde4/apps/share/ksplash/theme/ and then you go to systemsettings and set it
Open system settings --> Appereance --> Splash Screen --> Get new splash screens... --> Choose this one in the list --> click Install next to it --> Select --> Click Apply ;)
