kerm (k easy runlevel management) is a easy to use software for service and runlevels management. kerm developed in Qt 3.x. With kerm you can enable/disable any service and add a service to a runlevel or remove from it, and switch easily to other runlevel.

in case you do the porting, what about implementing it as a kcm module for systemseetings. in my opinion that's the place where a usefull tool like this should be!
