No matter how I set the transparency, titlebar and window background never match like in the screenshot :(

Not only that (i have the same issue too!) but i don't seem to either get the blurred effect... :(
an i have tried a different combination of transparencies as well...

@Gauge: can you please help here?

Do you have Blur activated under Workspace > Desktop behavior > Desktop effects > Blur?
If it's just the title bar that isn't blurred, make sure that you use the Arc-OSX-Dark-Transparent decoration Gauge released here, not Arc Dark or something else without blur.

That's funny! My compositor apparently does not support it... had to disable the option to hide desktop effects not supported by compositor! But i'm using kwin... i'm not getting it.
Can it be a GPU hardware limitation?

Is your Rendering backend set to OpenGL 3.1/2.0? I think it doesn't work with xrender. Your GPU should support it if it is from this decade.

wow!!! Now it looks nice!!! Rendering was indeed set to xrender. As soon as i change it to OpenGL all was good!!! :D

I fixed it by applying the Arc Dark color scheme from the Arc KDE package.

Alex, in my case, i didn't have the window opacity matching the one from the titlebar.
When you go to systemsettings5 > widget style > QtCurve > configure > Opacity the three values have to have exactly 66%.
In my case it had 60%. As soon as i set the right value it matched perfectly :)

Sorry for late response, Copy the .qtcurve file to ~/.local/share/QtCurve/ then open systemsettings5, and go to widget style, select QtCurve, then configure. then in the presets section select the drop down menu, and then Arc-Dark-Transparent.

You need the qtcurve qt5/kde and utils packages installed.
