TESTED SEVERAL TIMES AND WITH SOME INFORMATION CORRECTED
FIRST MAKE A NEW CLEAN MINT INSTALL
SECOND WITH INTERNET DISCONNECTED GO TO STARTUP APPS AND DISABLE MINTUPDATE
NOW YOU CAN DO THE FOLLOWING

Casper xenial version is the problem.
You need to downgrade casper to 1.34 version
Synaptic doesnt work to forced this version.
You need to use aptitude command.

REMOVE CASPER
sudo aptitude remove casper

REMOVE LOCALECHOOSER-DATA
sudo aptitude remove localechooser-data

GO TO PKGS WEBSITE
SEARCH :

casper
1.340 version FROM UBUNTU 14

libplymouth2 FROM UBUNTU 14

localechooser-data FROM UBUNTU 12

lupin-casper FROM UBUNTU 14

squashfs-tools FROM UBUNTU 14

INSTALL FROM THIS ORDER with gdebi

libplymouth2

squashfs-tools

localechooser-data

casper

lupin-casper

NOW REMOVE THE SYSLINUX 6.03, SYSLINUX-COMMON AND SYSLINUX-UTILS
sudo apt remove syslinux
sudo apt remove syslinux-common
sudo apt remove syslinux-utils

GO TO PKGS.ORG
and pick up
syslinux and syslinux-common FROM UBUNTU 14

SYSLINUX-UTILS DONT!!

NOW INSTALL SYSTEMBACK FROM THE OFFICIAL REPOSITORY

sudo add-apt-repository ppa:nemh/systemback
sudo apt update
sudo apt install systemback

thats it. FINALLY!
