I only forked and made slight modifications to my likings. It seems that the original creator maintains the theme to the present day.
Well I'm running on gnome 3.18
but I guess the original code was made for previous versions because I remember seeing references to the messages panel in the css file. and messages panel doesn't exist anymore so I'd guess that it could work on previous versions of gnome as well.

I don't know. I'm pretty sure there are some similar ones out there for cinnamon though.
